Total wage arrears in Russia in the first eight months of 2010 went down 23% to RUR3.6bn ($117.3mn, or €91.5mn) from RUR4.7bn ($153.1mn, or €119.5mn) at the start of the year, the head of the Federal Labour and Employment Service said.
